i have the 1000rr 06 and want the look of the sleeper and also want the insurance lower but still have the beast under the fairings. where can i get cheap frames not salvage and be able to register the bike.

What ever you do..... DON"T get a cheap frame. Stick with quality so you & others don't die. =^ )

It can be done and was quite common a while back (anyone remember FZR 4/6 or ZX-7/9's?) but nowadays the frames are so shrunk fit around the motor the real estate to do this just isn't there without a bunch of re-engineering and modification.
If you want a sleeper just stick 600 stickers on your liter bike and most people won't even notice,Lol!

This sounds like a very bad idea to me since the frames you are mentioning are 600s that have only about 100hp and are designed to be as light as possible in order to be competitive in there class, meaning they will not be able to handle the added stress of another 50+ horsepower, think about it

blokes have been doing this stuff for years...
Honda CB450 in a 250 frame.. RD Yamahas..

the only way to find out is try it... but you will need to be good at welding.... these new alloy frames dont like to much heat..

but YES it can be done

THE BET PLACE YOU CAN TRY IS EBAY . CATCH A DEAL ON A FRAME WITH PAPERS . OR TRY YOUR LOCAL POLICE AUCTIONS MANY TIEMS YOU CAN GET A WHOLE BIKE AND GET THE NECCASARY PAPERWORK TO OBTAIN ANOTHER TITTLE.
