It is folklore from the state of New Jersey, more specifically the NJ Pine Barrens. The NHL team, the New Jersey Devils are hence named. The Pine Barrens are a heavily wooded region in Southern New Jersey:

I recall there was a blizzard, dogs started barking, shape was seen, noizes were heard on roof, people were frightened. The next day, a pair of hoof prints (2 hoofs, similar to cattle I think) were seen through out the village, including on roof tops, and in some cases the distance from one set to another being huge.

I believe taht for us to believe that every creature on this planet is known and catalogued is ridicolous. I recall a recent college bio class where we had a speaker come in who worked in the amazon, and he stated that new species of flora and fuana are found in the Amazon every single day. If we are finding hundreds of new species there every year, in just one area, than we must admit there are possibly animals in other areas that we've yet to catalog.

Additionally, recently fish that were thought to be completely extinct for thousands of years have been caught, alive. Again, humans tend to be cocky to the point aht we are oblivious or stupid.

Description:
This creature has been sighted by hundreds of eye witnesses, it is reported as having a slightly narrow than normal head of a horse, and the face of a collie dog. It's wings are large and bat like, and has a roughly four-foot long serpent-like body. It's eyes are often described as bright red and shining like phosphorus. the total height of the creature has been as tall as 7 feet, but sometimes smaller as it's often bent down. It's hind legs, the ones it walks or stands up on are described as like the legs of a crane with hooves. The front legs are shorter and have claws on them....
