As others have mentioned, there seems to be a fairly significant chunk of the problem missing.

However, the procedure required is as follows:

a) Write a function for the area as a function of time, A = f(t). How you do this will depend on the part of the problem you haven't given us.

Then, differentiate this function to get the rate of change of area with respect to time. Substitute the indicated time value into the derivative to find the rate of change at that time - this should give you 14 cm^2/sec. Since the rate of change is positive, the area is increasing. If it was negative, the area would be decreasing.

b) is the same, but using the perimeter instead of the area.
