WalMart--I have bought Halloween clings that stick on windows. Also Fall, Christmas, etc. clings are available. There are also paper Fall or Halloween pictures you can tape up. Small scarecrows are fun. Pumpkin lights. Realistic looking foam pumpkins. Dollar Store would be another inexpensive source. It would be nice to make little centerpieces for the tables.

Dollar store, I actually found some pretty cool stuff for cheap. Even nice foam tomb stones. (The Dollar Tree was the one I went to, if you happen to have that one.)
Edit: Then again, maybe tomb stones aren't a good idea... but they do have some other cool stuff.
Could also make use of rolls of streamers in black, orange, and purples.

Try the dollar store in your area, or even goodwill. both will have at least some decorations. Think fall colors, pumpkins, brightly colored leaves, spiders, scarecrows. I would try to avoid the death themes, as it is a nursing home!
