This website says that the smallest mammal is Savi's Pigmy Shrew, followed by the Least Shrew, the North American pigmy shrew and the bumblebee bat. The website tells weights and some lengths for these mammals.

Supposedly the smallest mammal living in the world is the bumblebee bat, but it's a little over an inch, at 11mm, which is shorter than the shrews, I think. (It's just heavier.)
