You don't need much to get started:

Tank --> $9 (if you don't already have it)
Screen Lid --> $10
5-10 pounds of gravel --> $4-8
Small filter if you want -->$10

Build up the gravel on one side so they toads have a place to come out of the water. Place the filter on the deeper side.

if you dont already have the tank, check out yard sales, and classifieds, or just bargan shop. second, use eco earth (1 whole brick costs about $4.99 and can fill the bottom of a 55g tank, so you will have a lot left over for cleaning your tank, plus it holds moisture for your frog, just make it damp, not soaking wet) a big dog dish (dollar store real cheap, n you dont have to buy a filter, just change the water at least 1-2 times a day to keep clean) and some plants (not ones from outside, they sell them in reptile n aquatic sections at petstores for about 3-6 dollars.) you can also get a bag of moss from a petstore (about $4) and it holds moisture for your toads, place it around the water dish, so it kinda keeps the dirt back from getting in the bowl. and a strip thermometer costs about $3.99. You dont want their tank cold, but you dont want it over heated as well, if you tank is too cold, (below 74) a heat mat for about $10 will work..... hope this helps~!

The best way to find an inexpensive ten gallon tank would be to check your local want ad's book, or check online for sale things like ebay. You can find a cheap, well made ten gallon tank without having to worry about 'did I make this right'?.
