I am not so sure if there is some thing called KNOTS/h, since knot is a unit of speed already:
1 international knot = 1 nautical mile per hour = 1.852 km/h
Hence:
28 mi/h = 45.06 km/h
19 knots = 35.19 km/h
Therefore 28 mi/h > 40 km/h > 19 knots
