I have a 29 gallon tank with great filtration and is fully cycled and established. I have 2 Boesemani rainbows (max size of 3.5"), 2 trifasciata rainbows(max size about 3"), 3 black skirt tetras(max size 1.5"), 3 white skirt tetras(max size about 1.5-2"). I would also like to add 2 - 4 neon rainbows. I have more then enough oxygen output for all of the fish and the tank will have(in a few days) more places for the fish to hide, i.e. rocks and plants and other decor. Please give me input and not just a yes or no answer.

You're not overstocked in the sense that you have an entire tank to work with, but you are stocking very heavily in the upper levels. All the Rainbows you are looking at are active surface dwellers that will compete against each other for space. You are good as far as the Tetras are concerned (maybe one more of each), but you should get 2 more of each current Rainbow species to give them the comfort of a school. Once you do this, you have practically exhausted the top level of your tank. You have an unoccupied bottom level which would be perfect for 4-5 Yo-yo OR Kuhli Loaches. Both are great fish that are extremely entertaining and will provide you with hours of joy as you watch them play "tag" (no nipping occurs during these games) and weave in and out of decorations. You're not overstocked by number, but rather than get another species, you should increase the numbers of the fish you already have. All tetras are schooling fish and should be kept in groups of 5-6 at a minimum. As soup said, rainbows tend to be active, but if you want them to show their best color, you should have them in trios or 6s of each type, with more males than females. The coloration intensifies as the males try to out-compete each other for the attention of the females.

With modern filtration and aeration there is no reason to go less than 4 inches of fish per gallon as long as the species get along . The problem may come if a power failure occures. Then you got problems after about 6 hours .
