Use a lead anchor made by red head,you drill 1/4 hole with a hammer drill. The anchor is put into the hole then hammered home causing it to expand. They work great and are easy to install. Use a 2 inch anchor

It depends where the 2x4 is placed if the holes end up in the edges or the web you can use anchors your choice. I dont recommend expansion bolts in cinder block it will crack. If the holes end up in the hollow use toggle bolts at least 5/16 in diameter.

You can get special fasteners to attach things to cinder block walls at a DIY store. Just tell them what you're doing and they will show you the proper fasteners.

pre drill , useing a 3/4 inch bit , stone bit ,
blow out the dust , then use expanding ,bolts, pre drill thru the post install a bolt,and use a wrench to tighen up .
use at least three, 5ins bolts
forget the liquid nail, it wont work out side ,
if you use a non sag gate ,holder, from mccoys, they work great,
