In the British Royal Family, Samuel Chatto (a grandson of Queen Elizabeth's sister Princess Margaret) was born in 1996 - he's currently 16th in line to the throne.
In other European monarchies, you've got Princess Luisa Maria(1995), who's 9th in line for the throne of Belgium; Princesses Marie-Caroline Elisabeth Immaculata and Marguerite of Liechtenstein (who are not in the line of succession because Liechtenstein does not allow female monarchs); and a few various and sundry members of once-royal families that have lost their crowns.

One of my grandsons was born in 1995. He will unite two crowns and rule a continent for the next 100 years. He will lead the effort to bring peace to the world before it blows up.

No. These are referred to as the 'Sterile" royal years in most history books. It was a very trying time.
