Try using some makeup remover on the spot. If it take it off your lashes it should work on carpet. May need to blot a lot. This would be safe and worth a try.

If you have waterproof mascara on the carpet you will need to use a little lighter fluid on a q-tip to dab it. Use a papertowel to pinch it and pull it out. This will prevent you from smearing it all over the carpet and making the stain worse.
If the mascara is not waterproof you can use the same cleaning meathod with a mild soapy water.

If nothing else works, try a warm iron and paper towels. Warm up the iron and place the paper towels over the mascara stain. Run over the stain with the iron, and replace the paper towels as they get soiled. DON'T have the iron set too high!

try dabbing with vaseline, that's how i get it from under eyes.
