Don't pay more than $200.00. Some places online (like Ebay) advertise that they'll do it for around $100.00 but you'll have to pay $20 to $30 to ship it, and if you send it away you do not know what will happen to it. Look for a good music store where you live. I'm having mine repadded near where I live and I've gotten estimates from $150 to $200 dollars, so you shouldn't have to pay more unless more is broken than the pads.

A friend had her R13 done at a local shop not long ago for under $100 and it came back absolutely perfect. Ask your teacher for ideas on who does a good job and then call that shop and ask how much they charge for a repad on your instrument.

You probably want a complete repad and service and not a "playing condition service" -- playing condition is cheaper but will have to be done again sooner.
