Not sure I understand whether you mean to not use existing amendments, or to avoid the creation of new ones. But there are very simple answers to each part of the question. In just two hundred and thirty odd years the United States has become the most powerful, most wealthy, most successful, most benevolent and without question the freest nation in world history. France, Britain, Italy, Germany--their resources combined, cannot compare in any way. And they have had a heck of a lot longer to learn from and correct their mistakes
The reasons for this incomparable achievement are: 1. The constitutional republic which the founders were wise enough to create. The system of checks and balances which limit the power and authority of each branch of government and which serve to guarantee the rights of the individual over the potential of the government to abuse those rights. This is the greatest strength of our Constitution as it was originally conceived; 2. An economy based on capitalism. It provides the greatest opportunity for the creation of wealth to the largest number of people. Socialism and communism have failed utterly, every time they have been tried. 3. Perhaps the most fundamental of our rights--the right to own property.
Negatives? The work being done by the left to destroy the United States as it exists and replace it with an all powerful, centralized socialist nanny state. Our individual rights and liberties are slowly be overtaken by activist judges at all levels, imposing a leftist agenda and creating dependency upon Big Brother. Who would have believed, 50 years ago, that one could be arrested for walking down a street, smoking a cigarette? And who would have believed that a government could take your home and sell it to another individual or business for the purpose of creating a higher tax income? Both exist today. The negatives are created by a left which must be defeated if this nation is to remain the finest in history.
Improvement? Are there any Ronald Reagans just around the corner? I haven't noticed any. His strength of will and character, his ability to lead in the proper direction and in the best way, his dedication to his country and his unmatched patriotism and perhaps above all, his faith in a great nation and in a great people--these are the things which made him one of the greatest American presidents. I'd settle for just one Reagan today, but we are in desperate need of many, in all branches of government if we are to preserve the United States from the traitorous, so-called americans bent on destroying it.

The biggest improvement that could be made to ALL the branches is to return to what that Constitution actually authorizes them to do. This would eliminate more than half of the US Federal government. It would be EXTREMELY difficult politically. I am willing to bet there are Federal programs you support that are unconstitutional.

This is for a class, right? Because why the else would you ask? Why don't you read your textbook instead and formulate your own opinion?
