I'd go for the pants. Highlights will grow out fairly quickly and you'll have to get them touched up, but a pair of pants can last a good while.

Hmm.
Both are somewhat temporary.

You will eventually grow out of the pants, and your highlights will eventually grow out of your hair.

I have a suggestion, if you're really in a quandary:

1) Grab two pieces of paper.
2) On the first sheet, make a T-chart, and label it "Pants" and "Highlights." Title the top of the page "Positives."
3) Do the same on the other sheet, although label the top "Negatives."
4) Fill out the charts! For example, a positive for pants might be that they are your favorite company. But a negative could be that they might go out of style soon.
5) Circle only a few of the positives in each column.
6) Once you're finished, compare the circled positives. Which are more meaningful to you? Also look at the negatives. Which do you think will last longer? What would you appreciate more?

Lastly, you can always save up! The pants might even go on sale soon to $50, and you can then save up for highlights. =]

The choice is up to you!
