If I have bad credit here(US) and cannot get a loan, are there any other countries that allow US applicants?

Why would any legit lender from another country give you a loan if you can't qualify for one here? You might find a number of offshore scam lenders who will claim they'll find you a loan if you pay an upfront deposit - you won't get the loan, but they'll keep your deposit.

It depends of the asset you have. But yes, since loan is comparable to be looking for investors. Make a business plan.
