There's still life for that PC, especially for web browsing, office apps, downloading, MP3 and even some light gaming.
1. Increase RAM. 1Gb will do wonders to that PC.
2. Get a broadband connection. That should speed up your internet. You may have to install a Network Interface Card (NIC) if your PC has no Ethernet port.
3. Add a bigger hard drive to take care of new softwares and downloads
4. If you are still using integrated graphics, a good graphics card would greatly improve 3D performance.

I would do a cost comparison. Figure the cost of 1gb ram, a 160gb hard drive, a 512 mb video card, and consider you still have a low grade cpu......verses a new unit from Dell. You can get a stock unit with a p4 3.4 cpu, 1gb ram, 160gb hdd, a 17" flat panel monitor, and speakers for about the same money. Will still need the video card..just price it and see which option is for you. The newer pc will be much more powerful, even with the same ram and hdd.

The question really depends on what Operating System you're using. If you're on Windows 95/98/Me then you're probably still ok.
If you're running Windows XP then you should definitely get more memory (RAM). If you don't plan on getting a new machine, then definitely upgrade to 1 GB of RAM.
The biggest bottleneck though may be your hard-drive. I would defrag it first and see how much space you have left. You should have at least 2 GB free (preferably 5 GB). If you do up grade your hard-drive, make sure it's rated at 7200 RPM and preferably get a SATA II drive.

if you use it for gaming or video editing, yes, this pc is weak. even your add more ram and get a better video card. its still not powerful enough to play PC game today.
if you use it for internet or work station, its fine.
intel 2.6ghz celeron is like 1.8-2.0ghz P4. 256mb ram is too low. 512mb is minimum for today, and 1 gb is recommended. 2GB+ is better. but your PC may only upgradeable to 1GB maximum. check the manual.
