That's not crystallization. That's abrasion.

What's generally referred to as "beach glass" is fragmented consumer glass (broken bottles, dishware, etc.) that has fallen into the ocean, then been tumbled by wave action with sand and pebbles. By the time it washes up on the beach, most, if not all, of the formerly smooth polished surface has been ground away, leaving the frosted surface you see.

Next time you're out beach combing, keep a sharper eye out and you may find beach glass that has kept some of its former polish - you might even find some that still have their original printing.
