If your brother is acting weird, he may have a head injury. His cuts and bruises may heal on their own, but a head injury needs to be seen by a doctor. If his behavior becomes even more unusual, or if he vomits or is really drowsy, he really needs help.

You didn't say how old you were, but if you are bigger than him, take him. If you are not, find an adult to help you. Or several.

Somebody should have called the police. If you would have called the police, the police would have called an ambulance.

He's acting weird because he's scared. Even been in a fight? It's plane scary, among other things.
Main reason he doesn't want police involved is the offenders threatened to do it again if he does. Same deal with the hospital. Which gives your brother even more reason to notify the police of the beating and also mention the threat.

If he doesn't - he silently gives the offenders permission to bully him every time they want to.

If he wants his face to heal properly he needs to go to a doctor to see if he needs stitches. Yes, facial injuries blead a lot, even the minor ones. I hope there is nothing serious.

Put ice on all the bruises that are not bleeding to reduce the inflammation.

Well, you left a few things unanswered just yet. First, calm youself. The first thing you need to do is notify your local Police Department or other law enforcement agency. Technically, since your brother is eighteen, he is of legal age as an adult to refuse to say anything or receive treatment from a hospital. Plus, you didn't state how old you were? Did you see anything? Where do you reside and where did the fight take place? What ethnicity were these people? These are typical questions the police will ask your brother. I would tell him or at least try and persuade him to go to the hospital because his wounds could become seriously infected.

Second, where are your parents? And, if they are around, why weren't they notified? There are some strange unanswered questions to this story. I would tell you one thing, if somebody beat me up, I would be at the police department faster than you could say private justice.

call 911. They will send an ambulence. Even if they cant get him to go to the hospital they can treat him where he is.
