I dont get it
I cover my face then I show it.

It has to do with a concept of development called object permanence. Essentially, the infant hasnt quite figured out that if he cant see something, it still exists. So from his persepective, this face that he is familiar with is there, then ceases to exist when you put it behind your hands, and then just pops up again. Your brother isnt retarded, his brain just hasnt matured enough to understand that things exist when he cant see em, that's all. He'll soon grow out of it though, so have your fun while you can :)

I guess the suspense of the big "PEEK-A-BOO" is what grabs their attention and makes them laugh. Notice when you have your face covered, the baby is not making sounds or laughing.....then when you do peek-a-boo....they get hysterical!!!!! Your little brother is NOT retarded. For centuries this has been the best baby game ever.....and it's free.

It shows them that even if you go away you will come back. Then it is made into a game and if you sound funny or make funny faces they will laugh. Eventually if you just do it with no intention of being funny they remember that before it was funny so every time you do it they automatically laugh.

Babies LOVE playing peek-a-boo, in part I suspect, because it makes so-called "grownups" look like total idiots! So there's NOTHING wrong with your little Brother (But I'll bet He thinks YOU have a few screws loose!!!). :)
