but the only problem is that whatever the guys wanna be the girls dont and what the girls wanna be the guys dont.

Reverse role costumes would be fun.
Boys as cheerleaders and girls as football players.
Boys as can-can girls, Girls as gangsters.
All alike could be zombie prisoners.
All different super heroes, Batman, Superman, Catwoman, Wonder Woman etc.

There's always the great group stand-by - Wizard of Oz.
You could also go as the Muppets or Sesame Street, and depending on how old you are, you can give them a twist like Piggy dragging Kermit with a chain while she's in a wedding dress.
The Brady Bunch is a good idea - whoever said that.

some more info would help...
how old are you guys? how many people total are there? what is your target price range? what are you all into? what ideas have been accepted and rejected by the males and females in your friends group?
maybe the guys could all be football players and the girls could be cheerleaders. or vice versa for a nice twist.
"pimps and ho's" is always entertaining.
you could all be zombies or vampires. could be pretty cool to see a big group of either one of those walking around together.
pick a time period or place and all dress according to that theme (the old west, the Confederate South, India, ancient China, etc.)

Pick an era and dress in that style like pilgrams, 50's with poodle skirts and slicked hair for the guys, 60s or other decade, punk rock to hippies, pioneer with the girls in bonnets and guys in buckskin jackets.
Or a career like medical where everyone is a doctor/nurse or other medical professional.
Flintstone outfits with fake fur and big rock necklaces.
Roaring 20's or gangsters
Biker dude and babes.

go the cops and jail birds route. half can be cops, you can easily put together this costume instead of buying it. then the other half can be in orange jump suits, or a cute black and white striped dress, or black and white striped shorts/pants and a t-shirt.
or you can go the flapper and mobster look, there are a ton of those costumes on line, go look at them to get ideas.
