I want to use porcelain light holders on the outside of my house but I don't know if it is outdoor rated, or where I can find ones that are outdoor rated.

No they are not rated for outdoor use. You need an outdoor fixture.

you must have a good ground for inside fixtures also, fact is you need a good ground for all electrical fixtures, the porcelain holder may not have a ground screw , but the box will

any store will have some outside fixtures and it will be stated on the package if they are rated for outside

. Porcelain is non-conductive--true but the moisture that accumulates on a foggy day can sure be a shocker---ground IS an issue

Porcelain lamp-holders, (rosettes), are not
rated for exterior use because water can get
inside and 'short` them out.
(Grounding is not the issue. Porcelain is non-conductive.)
The junction box and the fixture must be listed for 'outdoor
use`. ( Not 'wet location` unless the item is shielded from
the rain by a roof overhang.)

Unless I am mistaken you have no ground on porcelain fixtures. You MUST have a good groung for outside fixtures. The only reason for ceramic is for high wattage bulbs. 200 watts or more or halogen ect...
