A gas has a higher energy level than the corresponding liquid.

So when a gas changes to a liquid, the additional energy is released.

You second question makes no sense. Boiling / evaporation is a phase change as a substance changes from liquid to gas. The temperature depends on the substance. For example, at standard pressure, water boils at 100 C.
