If you want to sew ribbon onto your jeans, you will need to open the leg seams to lay the fabric down flat. Usually the inner leg seam is an easy seam to open and close. (You do not want to open up the bulky heavy layered seam.)

There is a product called Wonder Tape. This is what it looks like: http://www.denverfabrics.com/Merchant2/merchant.mvc?Screen=PROD&Product_Code=FH0010&Category_Code=FH-b&Product_Count=3
You can find it in any fabric store. It is a double sided basting tape. You can use it to help lay the ribbon in place when you sew it. It is a lot easier than trying to pin it down.

Once you are done sewing the ribbon in place, then you sew the seam closed.

If you do not want to sew the ribbon in place, you can try fabric glue products such as Aleene's® Liquid Fusible Web, or Aleene's® Patch & Appliqué Glue to adhere the ribbon.

If you cannot find the Aleene's product, make sure the fabric glue you use is a permanent bond that allows you to do multiple washings.
