It is completely legal. But if you use it to download copyrighted material that you have not paid for, then it is illegal.
It's a bit like owning a knife. It is legal to buy a kitchen knife at a store, and keep it in your kitchen. But if you stab someone in the face with it, you get in trouble.

Legal to own, mostly illegal to use. Any songs you download are usually copyrighted and therefore it is like stealing them. Not really like owning a knife though as most people dont buy a knife to kill, they buy to chop vegetables or other household foods. Most people download limewire to steal music that's why its controversial. Not saying its bad or good, just if you were ever taken to court you wouldn't have a good defence. And by asking this question it shows you probably already know its illegal.
