One day, people say they wont press charges/ But a few days later can they change their mind?

Yes, you can press charges as long as it's within the statues of limitation for the specific incident. A verbal agreement to not press charges doesn't mean anything.

In most states the statue of limitation on this is 12 months.
So if you had a problem and refused to press charges but something has recently caused you to change your mind you can.
There really should have been a police report filed for the original incident.
If there wasn't a police report then you will have to get a lawyer involved to prosecute someone.

One may pursue criminal prosecution at anytime, provided, the time to file has not expired. The statue of limitations, vary by jurisdiction, and level of offense.

In New Jersey, you have one year to file a complaint for non indictable offenses, i.e., petty offenses that are disposed of in municipal court. For more serious offenses, you have a minimum of five years to file a complaint. If you are a minor, the clock does not start running, until you are eighteen.

I only cite New Jersey, as a concrete example. I don't know what jurisdiction, the alleged offense took place.

The DA can help you decide. Sometimes if the victim doesn't press charges, the DA will if they have enough evidence. Some charges need the victim to do it. It depends on what it is. It is your perogative to change your mind. Unless you put it in writing you can change your mind.

Any one can press charges at any time. Whether the courts choose to pursue it is up to them.
