it is dependent entirely on what your state guidelines are. Also if the person is a small business owner, they face few restrictions.
I recommend checking your state's website under employment. they should have something there

you will not be able to find a list that covers everything - it depends on the state and city, size of employer and even the industry.
For instance their are many fewer regulations for an employer of fewer than 50 people and many more for companies that contract with the federal government
