So the least competent won't be aware, or be available, to take notice of the competent people's tacit performances, and thus interfere with the competant people's progress.
The 'power' is illusory. Go ask the plumbers and electricians who really run things!

I don't think there are anybody who is competent enough to be in the "most powerful positions", as you call them.

Maybe the more powerful you become the more lackadaisical you become, then the more you delegate work rather than do work. As time goes on the new blood begins to think of you as incompetent, as they are doing all the work and you have totally forgotten how.

Because most of us are incompetent, and assigning a person of competence to a position of authoirty, not only exposes this truth about ourselves, but might compel us to change.

2. Americans vote them in because they promise them things.
3. Americans vote them in period.

Because the populace wants something and those that promise the most...............get the most votes. Aw ain't it wonderful......
