I don't think they are on the same scale.

Art is the effort to convey emotion through a symbolic stimulus, though non symbolic stimulus will sometimes be called art if the sheer elegance of the stimulus inspires an additional sense of admiration or awe.

Beauty IS that sense of admiration or awe in the observation or ponderence of anything genuine or symbolic.

Well, I think the origins of the word aesthetics attempts to address that idea. However, art is so much more that even when we speak of aesthetics we tend to include considerations beyond beauty. To answer your question; I would say that art and beauty reside on different scales where balance is not really relevant.
