It is called an overflow. It should be tied into the drainline for the tub.

The hole is for those people who start running a bath and walk off and forget about it. It only allows the water to get to a certain level without overflowing. There should be a pipe that runs down the back of the tub to the drain. The cover is just a cover and can replaced. If there isn't a pipe back there, it has also rusted out and should be replaced. All this piping can be replaced through the access cover for the tub, look on the wall opposite the faucet and drain. You can get a replacement kit at your local hardware store, not expensive. There should be instructions in the box.

Sorry, I didn't have time to look for a web site.

That "hole" is connected to your drain via a pipe or channel in your tub. The purpose is to prevent your tub from overflowing if the water reaches that level. You can remove that rusty cover and replace it with a new one.

Try this one for details http://www.deabath.com/Diagrams/diagrams.htm

If you tub is built in how do you know what is connected or not connected to that hole? The answers were correct about overflow, air inlet, and access to drain mechanism. Why do you think they are all wrong?

Its for an overflow which some one neglected to hook up for some unknown reason. In tubs thats the only reason there would be a hole there.

If tub overfills, it is to help the water go back to drain so you don't flood the house. It is for flood safety. Do not plug it.

It lets air escape so that the water will drain faster. It can also act as an overflow preventer.

Though it might also be where your drain plug lever is supposed to be.
