These are first year plants in my yard so MAYBE 4 feet tall and very thin branches protruding from all around.

How do I cut it (or leave it be) to develop the few trunk like stalks I see every spring get clipped at around 6 feet tall to resemble huge bouquettes in late summer/ early fall?

wait until spring.... then tip-prune all the branches to make it send out side branches and thus, more blooms.....but don't do any major pruning until it's been thru at least two winters.... by then it will be happy in the ground and ready to face the shock of pruning... please do not resort to 'crepe murder', that terrible thing that landscapers do, taking all the branches off , clear to the main trunks.... that's a terrible thing to do to an otherwise lovely shrub..... look it up... it's only done by lazy landscaper-helpers.... not by those who value their plants......

Hello from Mytrle Beach. Meanolmaw is correct, well said Mean.

Let your kids grow, then decide which shape would most compliment their growth habit. Crepes bloom on new growth only. And, bonus, they root in water.
Have fun.
