You could make dinner for her and eat by candlelight. Buy her some flowers and a card or something like that. Pasta is cheap to make...maybe like Chicken Alfredo or something? Easy, Cheap, Romantic!

Home! You can go to the dollar store and buy a lot of candles and light them make a lovely romantic dinner Rachael Ray has many that are done in 30 minutes or less. Get some rose petals and scatter them on your bed. Have dinner ready when your loved one gets home have the lights off. Serve a nice bottle of wine, draw a hot bath get into it together and then do a nice warm oil massage on each other and play in rose petals on the bed. Be sure to blow out the candles. Take her to the beach right when the sun is setting!! it is so romantic!! You can pack a picnic and everything like that!! Or you can take her where you had your first date!! That is always a good place for 1st year celebrations!!

if you guys have your own place, set up a really nice dinner at your place, i'm talking candles, music and all the whole nine. or you could go out for a picnic at a nice park with a nice view, or a chinese buffet is always nice.
