There are two most common reasons for hunger: wars and related displacement of farmers (example: Ethiopia) and excessive government interference in food trade (example: India). So blame has to be assigned on a case-by-case basis...

Individuals who have too many children.

Stop and think about it. We are currently growing more food now than was ever concieved of throughout the history of humanity. With the greatest quantity of food in history, how can there be world hunger? The answer is that the production of food is far outpaced by the number of individuals in the world requiring food.

Whatever may be open to debate, the fact of the matter is that we need better methods of birth control. Moral sentiment is irrelevent in the face of economics and starvation. The fact that sex feels good, is not sufficent reason to have X number of children who can not be fed. Does it feel good enough to make up for the knowledge that the offspring produced will go without and will starve?

Notice that the population rates in countries that have the highest instances of hunger also have some of the highest birthrates (and consequently the highest death rates). Notice that those nations with the most food avialable have a combination of large amount of arriable land and low birthrate. Are the scientists and scholars of the world determined to maintain the opinions that any other cause than overpopulation is at fault for world hunger?

Thomas Malthus was an economist who noted that food supplies increased linearly and that Population increased exponentially. What this means (for the mathmatically uninterested) is that population will overtake the food supply. The overabundance of population is solved... by war... famine... and other horrid aspects of overpopulation.

Even if all the food in the world were somehow distributed to take care of starvation, then it would still not help. The underlying problem of overpopulation would just get worse. This is because with sufficent food, people would just have more kids: their problems have been magically solved... in the short term. What would we do once everyone in high birthrate countries overpopulated again....?

The underlying issue is one of overpopulation. The solution is birth control.

Ther are many reasons for world hunger; famine and thirst. Basically it starts with the government system of the country as well the peoples values.
Countries that have high rate of corruption usually have high percentage of poverty rate. This is true since government funds are just being malversed by political lameducks and public service and social welfare are sacrificed.
Additionally, social values creates an integral part in abolishing poverty since most of the time people just rely on the government or always put the blame on the government on the current economic status that they have.

Blame the planet and geography. Or more specifically: the Equator. Poorer countries are, more often than not, situated near the Equator--where food crops grow less.
