If the white stuff is over the eye as in freshwater cloudy eye, there's a saltwater version of this as well. There are also a number of other conditions that can be "white" (fungus, velevt, Brooklynella, lymphocystis, etc.). Since you're the one who acn actually see the fish, I'm passing along one of the best of the links I've found for marine diseases for you to look through: http://home2.pacific.net.ph/~sweetyummy42/disease.html If there's anything here that resembles what your fish has, click on the name in red, and that opens a new link to a page with info about the biology and treatment for each condition. And another for more info: http://www.wetwebmedia.com/mardisindex.htm

It doesn't hurt to double-check your water parameters either. Anything in the water chemistry/quality/temperature that's off can be causing your fish more stress.

From the brief description, my initial thought is possible fungal infection. Isolate the angel in a quarantine tank so you can treat the problem directly with anti-fungal medications. Be forewarned, though: angels don't do well in quarantine tanks for long periods of time.

Poor water quality and low temp's can encourage fungal problems so make sure test your display tank's water parameters are right.

If your fish is scratching on rocks and laying on the bottom, it's definitely irritated and stressed. I hope you get it taken care of asap! Good luck!

it sounds like it has a fungal infection or parasite. if you can, isolate him. i'm not so great with illnesses and diseases in saltwater fish. but i would isolate him if possible and treat with fungal meds designed for saltwater fish.
