Fall is the best time to plant any bulbs. Digging them up is usually easiest after they've bloomed and died back in the spring. It's easier to see exactly where they are and there is less chance of damaging the bulbs.

Leave the tulips alone. The rule is to plant spring flowering bulbs in the fall, and summer blooming bulbs in the spring.

I wonder what all those bulbs in antiquity did before we humans started digging them up and moving them about? hmmm

depends on your zone hon. I (zone 8) only dig up bulbs when they get too crowded, or want a change,then I give them to friends.

not quite sure i understand your question. you can dig them up anytime. but they'll just keep coming back if you let them be... forever bulbs. now is a good time to sew them so they'll be set for spring... my opinion anyways... i've heard that if you plant garlic bulbs now, they'll be bigger bulbs in the spring.- just a tidbit.
