I have two questions
1.What do you think of the name Mila (me-la)
2. Do you like Mila Rose and if not what middle and would you put with it?

I love that name. I think it should be spelled differently though because Mila would end up being pronounced (My-la) all the time. I think you should spell it Mela or Miela or something. It's up to you though.

Mila is beautiful. I love it on it's own or as a nickname for Emilia. ;)
Both Mila Rose and Emilia Rose are lovely, though I'd also look into a few less expected options, since Rose is such a common filler middle name. Still beautiful choices, though!

Ps. You might want to clarify the pronunciation you'd like used. I've generally heard MEE-la -- which is what I'm assuming you meant by "me-la" -- and occasionally MIE-la (to rhyme with Lila), but your phonetic guide could also be taken to literally indicate a short E sound, more like MEL-a, if you know what I mean. Just a heads up, since that might confuse anyone not familiar with the name.

I like the name Mila Rose. Some people reading the name may think it's pronounced My-lah if it spelled Mila, though.
