I think you may be referring to "plastic canvas" which is a type of cross-stitch using a plastic grid like you describe.

I think that what you are thinking of is needlepoint on plastic canvas.
If your plastic grid looks like the one in the lower left hand corner of the image on this website:

Then it's needlepoint on plastic canvas.
To create a pattern for letters, you can search the web for cross stitch patterns, or needlepoint patterns, and then you can adjust the size to be similar to the plastic you are using.
This canvas is generally used for beginning needlepoint, or when you are making a three-dimensional object that needs a rigid structure to it's body. I used to have a purse that a friend of my grandmother made for me out of that type of canvas.
If you look on the first website I list below, it can give you some very basic steps for how to choose your materials.

It's Needlepoint. If you are using plastic, you should be able to use a Sharpie and mark the letters on the plastic so you can make them another color yarn. It's fun. You will enjoy it.

Was it latch hooking? Or something like that, I used to do it as a kid but it has been a really long time. You can find them at any craft store they come in a box with the plastic pattern the yard and the hook. Walmart even has em.
