I have a 1999 Toyota Corolla VE and the right brake light is out, as well as the right half of that brake light that is inside the car back behind the backseat on that little shelf area. Does this mean there is a short of some kind, or should I be able to just replace the right brake light? Any idea how much if would cost to repair if it’s a short circuit?

It means you have two different bulbs to replace.

Change the bulbs

Did you check the fuse ?
