If it's like my HP? Just maybe, you have a touch pad, and you can mess with various things in the Device Settings tab of the Mouse section of the Control Panel! If it's not your cursor speed itself, then, one little item you might consider is, you can set one of the keyboard keys (like, say, ctrl in my case) so that, if you press it once, it slows the cursor way down, then if you press it again, the cursor moves at normal speed again.
