the computer with IP address 123.456.78.9 has to have Telnet turned on and enabled or you won't be able to connect.

Most computers these days don't have the telnet port 23 open and if the do they will ask for a password. But you can telnet to any port a computer has open. You might not be able to connect or you may get a banner telling you what kind of a server is running which is fun to do.If you know the right commands, you may get more information from some servers that are showing banners. If you really want to telnet, a good place to start is "telnet.org" which has a list of sites you can telnet to and sign in as guest. One interesting site on their list is found by---telnet shadow-lands.com 4000.--- (That's what you type on your computer's command line). That site appears to be running some sort of game way up on port 4000! If you really want to learn more do a yahoo search using the search terms," telnet tutorials."

I'm going along with answers 1 and 2, but also adding that if you're connecting over the internet, you might be connecting to something that uses SSH instead of Telnet, so you might need to download a SSH client. (Telnet is very unsecure anyway, and anyone that leaves a Telnet server open on the internet is just asking to get hacked after a port scan.)

Most telnet connections nowadays are MUD games and such. It looks like that machine is running one but you need to use the correct port. Try
"o 123.456.78.9 4000"

It appears that the server you link does not have the general default telnet connection open.

Most machines have the telnet server turned off. This is a very insecure protocol and I would never allow it for anything.
