There is a really bad intersection in my city that would only require one stop sign to fix the problem. Who would I write the letter to and what is necessary to include in it??

I would check your municipality's website. You want to make sure the street is actually within that city's limits, as opposed to an unincorporated part of the county or actually in another city's limits. The site should also tell you whom to contact for various concerns. If I had such a concern in my city, I would probably write to the Department of Public Works.

As for what to say, you should tell the person that you use the intersection frequently and because of how it's set up or increased traffic, whatever, you feel it is dangerous. Take pictures of the intersection from as many angles as possible or at various times of day and indicate where you feel the problem areas are. Let them know thatyou believe a stop sign would alleviate the problem. And add your contact information.
