I suggest you download Ad-Aware SE and Spybot S&D (they’re free), install them, update them and run them. If they don't seem to be able to get rid of everything they report finding, try running them again, this time in Safe Mode. Safe Mode often prevents the malware from running and protecting itself.
Also, turn off System Restore to evict any copies of bad stuff that might be lurking there.
To get into Safe Mode:
1. Log out and reboot your machine.
2. When the machine starts the reboot sequence, press the F8 key repeatedly.
3. Select Safe Mode from the resulting menu.
4. The machine will continue booting, but the Windows desktop will look different. You won't be able to see the Internet, for instance. Log in as Administrator. Administrator often has no password.
5. When you're finished, log out and reboot back into normal mode.
Update and run both regularly, along with a good anti-virus package.

Popup blockers, such as the Yahoo (and Yahoo's IS one of the better ones) and Google toolbars and IE's built-in blocker, will only stop web based popup advertising. They can help somewhat but will do nothing to stop popups on a computer that is badly infected with trojan downloaders that are "phoning home" and contacting other computers to download and deliver the pop up ads. Your computer is likely badly infected.
Try a full cleaning and dis-infection routine, if you are getting excessive popups, or are getting popups even when you are offline. Run both your anti-virus and anti-spy apps.
This is the one I use (it will take some time). These are on-line scans, you do not need to uninstall any of your current protections.
1. Scan for virus, worms, dialers, etc. and remove (free online scan) with BitDefender

wait, you tried yahoo pop up blocker and it still didn't work? The next best thing then is to use a program offered with some internet providers, like at&t or make sure your pop up blocker is on! Also, windows internet explorer comes with some pop-up options.

cl the down arrow next to Yahoo pop-up blocker and check.
There is also an option "why am I still getting pop-ups"? You might want to look into this.
Another thought - maybe you have your Internet Options set too high. Mine are on medium and, by clicking the Content tab and clicking "enable," you can set all smut to 0.

usually the sites your on make a big difference. AND usually sights w/ pop ups are bad sites to be on. I try to avoid them.
You can also try to go to Tools> internet options and under the tabs settings check so popups are oopend in a new tab. this might help too.
