First you have to right click on the taskbar and unselect "lock the taskbar". You should then be able to move it.

OOOOooeeee it's a real booger to wrestle. I've done it a few times, and moaned and groaned every danged time.

I find it easiest, when I want it JUST RIGHT, to right-click the screen and set properties to get the active bar border a little wider than necessary, say, 10 pixels. Then cursor on an edge of the task bar...you'll have to experiment 'til you find it...and you can drag it to the bottom, the status bar.

Then it MAY appear as a two-line thingie. My personal taste is for a one-liner at the right with the overflow hidden and expending upward above the clock only when I need it...if you don't need that, ignore the rest of this.

You have to fiddle with dragging the task bar around (not only left and right, but toward the bottom, of the status bar) until the gray dotted boundary is toward the left. then carefully draw that boundary toward the right until just the icons you want, are visible.

Then right-click over the clock, and Lock the taskbar!

Using your left mouse button, click and drag your taskbar to the bottom of the screen. Release the left mouse button and the taskbar will be moved.

After that, you may wish to right click the taskbar and select "Lock the Taskbar" to prevent it from moving in the future.

Just click an empty space and drag it down to the bottom. You can drag it to the bottom, both sides or the top.
