The goodness of mind and spirit. A desire to be charitable and kind. Having regard for the welfare of others, unconditional love. What exactly goodness and charity are is probably dubious. It's contingent on your religious and ethical beliefs. Some of the most reprehensible people in the world have acted out of their own perverse view of benevolence.

I think that Andy S put it at least as well as I could have (if not far better). It's frequently used to describe a person who, by virtue of their position (King, Emporer, etc.), could inflict hardship(s) on their subjects but chooses not to.
