Can I require liability insurance from a renter?(is there such an animal?)

no and there is no liability insurance for what you are looking for. i would suggest good homeowners' insurance and possibly a contract that is witnessed and notarized outlining this scenario.

You own the property so you are responsible if a repair causes injury. No, you cannot require liability insurance from a renter.
