My guess is it comes from sports, when a visiting team plays your home team and you want to "send them packing" (i.e., go back where you came from) – otherwise it's just a really rude saying that implies you are hosting someone and you want them to leave.

The phrase "send them packing" means 'to dismiss (someone) abruptly. It comes from: cause to go or be taken to a destination: sent the package by parcel post; dispatched a union representative to the factory; forwards the mail to their new address; routed the soldiers through New York; shipped his books to his dormitory; transmits money by cable.
