Why would a person will not call you, but continue to annoy you in other ways that may or may not be funny?
How do you resolve an issue that you're not allowed to address?
I have tried to ignore it and everyone else has seen it to; so, how can I fix this problem.
Apologizing has not worked.

A person may be annoying you because they like you and they may not call because they probably do not realize they like you like that yet. You've got a problem with the issue you are not allowed to address, you can try making subtle hints, but i doubt it will work, if the problem is that bad, you will need to address it at some point, even if you dont want to. If you do not address it, you may have to ignore it for the rest of your life.

Address the issue. If they hate you they they hate you. LIfe goes on people come and go. Besides that person may not know there's a problem and if you are their FRIEND then you owe it to them to help get the kinks out of ya'lls relationship

GOOD LUCK!!!!!!!

Why would you not be allowed to address any issue?. You are a person and you deserve to be treated decently just as much as the next person!

There are some good ways to get rid of an annoying person.

1. Direct confrontation asking them to leave you alone.

If THAT doesn't work, try:

2. Going to them with all of your little complaints, and pestering THEM with your problems. Talk about yourself and how your life is so terrible.

If THAT doesn't work:

3. ASK THEM FOR MONEY!!!! And ask them for money everytime you see them. They will disappear in a flash...

AS A VERY LAST RESORT:

4. Preach religion to them. They will avoid you like the plague.
