I think you are getting a bit confused between a job and a business, no you are unlikely ever to have to pay an up front fee for a job, but most home based opportunities are businesses and that is very different.
If you start any business you will have to find finance to start, usually very large amounts of finance if it is a conventional business. The businesses usually found on sites like this are usually in something like the MLM area where you can be in business for yourself but not by yourself. With these businesses the start up fee is rather like a franchise, it gives you the right to trade under their umbrella.
There are thousands for such opportunities and some are excellent but some are scams and you must take great care when looking at any.

Okay, I'm being a little silly.
FIRST get their info. THEN go to your local Better Business Bureau and see if they have been reported. More than half of those stay-at-home businesses are on the list.
Beware of the newest scam:
A company is looking for an Amercian representative to collect and cash their checks here in America and send them the money. THIS IS A SCAM! They really send you false checks, which you cash and send them the real money, while you get arrested here in America for fraud. REPORT THEM ASAP!

You pay the fee. They disappear.
Usually, the scammers keep the fee small enough where it is too much of a hassle for you to pursue them through the courts.
