Lead paint in the world market today is cheaper than non-lead base or unleaded paint. Some manufacturers especially in China don't know the effects of lead to little kids. The solution for now is to educate toy manufacturers about lead and for the government to regulate and monitor the manufacturing practices of these corporations. It is also for the better if there is a governing agency to always check the quality and the safety of exported / imported toys. So if there is a problem, it will be pulled out immediately by the government or the company themselves like what the toy company "Mattel" did in the past incident. Another answer to your question, why they would do such a thing. It is for higher production in a sense that they are not earnest in the safety of their toys, no quality and safety check ups needed therefore higher production resulting to higher yield. Anyway, I think it is also appropriate for the government to impose harsher penalties to these toy companies. Our kids' health and lives are at stake here.

Lead paint is a source of health hazards, and maybe you would not have the same sentiment if your child had somehow been exposed to some lead paint. I am not critiquing your parenting skills, I am just saying that accidents can happen to anyone. How can any parent control what other children play with anyway ? This is meant to protect everyone, even the little children who have no political affiliation....yet. It was banned from a non partisan point of view and should not be labeled as one unless you are saying that only liberals are concerned with the well being of others. Heavens...Liberals and Democrats attacking our right to be harmed by lack of data on consumables from China, that stellar juggernaut of safety and human rights. Absolutely appalling, yet another example of a classic WTF moment in history.....

The Chinese Managers of the production plants are under extreme pressure to do everything as cheaply as possible. After all, that is the reason that this stuff is getting made in China in the first place, right? So, in order to do it cheaper, they use the cheapest material possible- which is now turning out to include paint with lead in it. Plus a number of other corners they have cut, like the crap they dumped into our pet food, and the anti-freeze stuff that went into toothpaste. They dont care about killing a few people, as long as they can make their products cheaply and not get caught.

The Chinese are famous for cutting corners to save money and the rich manufacturers take total advantage of their own people with no concern for their safety or well being.
The thing that scares me the most is that here is the U.S there seems to be no one paying attention to what we allow imported here into the U.S. Toys are just the tip of the iceberg as far as dangerous things that we allow to be brought into the U.S. Bad Pet Food, Lead painted Toys, Tainted Tiliphia Fish...,etc, etc
It's like the Wolf watching the Hen house and we as Americans don't find out until it's too late and our children are exposed and hurt needlessly........I would tell China to forget importing ANYTHING into the U.S till they can prove it's safe and not harmful.A little extreme, I admit..But what is it going to take to stop it?

The people who use the lead paint do it because it is cheaper and more readily available. Also, some say that the lead paint has brighter colors. If there were no laws preventing it, there would be lots of companies doing it in the US today.
