Let me put some things into perspective for you. A person breaks a law, is charged with a felony and sentenced is considered a criminal. A person can have a felony charge by Driving without a license, check forgery charges, possession of someone else's medications, etc.

Many individuals who have a criminal records are individuals who broke a law and made mistakes and want to move forward in their lives. Many people in prison are there for non-violent crimes and probation violations.

The Media and movies likes to make it appear that most people in prison are rapists, child molesters and murders and this is not true. These individuals make up a smaller percentage in the criminal world than most people realize.

I feel that many people have lack of education, poor back grounds and unable to pay for a very good lawyer to help them through their problems. I know someone who Drove without a license is be serving for 5 years in prison because he could not afford a lawyer. 75% of individual charged with a crime cannot afford a lawyer and are stuck with a Public Defender.

Now, people who committ horrendous crimes and those who are "evil", I feel that many individuals are driven to evil by their pasts, some due to mental health conditions and some are born "evil" and just don't care. It's hard to say and generalize every person. Every situation is different just like every person and reaction.

There are several theories that state state differnet ideas. According to Ceasar lombroso, who heads the positivst school of though for criminological theory, criminals are the byproduct of social, biological and phycological factor that determine wehther they will commit crime. He states that criminal are throwbcak from our most primiive times. His theory was counter because the could not back it with scientific proof
Ceasar Becaria - who head the classical school Criminology state that criminal are the by product of those who weigh the cost benefit analysis of crime. They rate the benefit of comiting crime vs. the benefit from the crime

I am criminology major and have been a cop and a corrections officer. There are many theories as to why and what cause people to commit criminal acts. The point is that no one really knows. If society knew th answer we could eliminate crime on the spot.

In my personal opinion, I believe crime is a multi-dynamic problem. There are several elements that cause people to commit crime in cluding weighing benefits vs. cost. I don't believe people are prediposed to be criminals. That's like saying because my dad's plumber I am going to become a plumber because he is my dad.

There are several development theorist who say babys are born like a blank piece of paper. As they age they are socialized or taught the ways of their people. Crime to me is they by product of allowing certain aspects of crime such as an imbalance economical system where people are forced to determine wheter to eat or pay the bills. I also believe there are to many mixed message such as we are a religious country however we do not take care the disadvantaged and dis enfranchise.( those who have little resource or political influence.)
In addition the political policies that once a person has become criminal and does time sets the stage for them to commit addition crime. How? By limiting the possible resource to move past there criminal convict and have a normal life. Rehab is only as good as the society the administers the treatment . If societ does not allow their ex cons to return to society to semi clean hands the 2.2 billion incaration will continue to swell to unporpotunate levels.

This is not a simple either/or situation. Most of the reputable theories on criminal behavior incorporate notions of both nature (born) and nurture (made).
