Okay, people appear to have got the general idea of the chorus, but credit to the question, if you actually analyse the lyrics of the verse, it's all a bit extraordinary:
"See the stone set in your eyes
See the thorn twist in your side
I wait for you
Sleight of hand and twist of fate
On a bed of nails she makes me wait
And I wait without you
With or without you
With or without you
Through the storm we reach the shore
You give it all but I want more
And I'm waiting for you
With or without you
With or without you
I can't live
With or without you
And you give yourself away
And you give yourself away
And you give
And you give
And you give yourself away
My hands are tied
My body bruised, she's got me with
Nothing to win and
Nothing left to lose
... U2 are awesome. You can see a clear thread of human violence imagery, imagery of love causing physical harm, and illustrations of the pain felt inside directly relating to beauty (e.g. stone set in your eyes//thorn twist in your side)
I really don't think this author was in a very happy relationship at the time!
(and to the person who thought it related to God, the band are all Christians, so if they are writing about their faith, as they do in Joshua Tree/Yahweh/etc, they'd be unlikely to be as negative as that.)

It's "I can't live with or without you". I always think of it as saying life is unbearable whether you are in a relationship with a particular individual or not, but I think it's left deliberately slightly ambiguous so that more people can draw their own conclusions and identify with the song.

'I can't live with or without you'
It reminds me of a saying: Men! You can't live with them, you can't live without them.
